History of Party A JUST RUSSIA

The roots of party A JUST RUSSIA go back to August 29, 2006 when an agreement On the Basic Principles for Unification of the Rodina Party (Motherland), the Russian Party of Life and the Russian Party of Pensioners was signed by their leaders Sergei Mironov, Alexander Babakov and Igor Zotov at the Press Centre of weekly newspaper Argumenty i Fakty (AiF). The unification agreement was the first document that started formation of the new party.

The 7th Party Congress of Rodina that was held on October 28, 2006 renamed the party as A JUST RUSSIA: RODINA / PENSIONERS / LIFE. On the same day, the party congresses of the Russian Party of Life and the Russian Party of Pensioners took actually simultaneous decisions to cease the activities of the parties and merge with A JUST RUSSIA: RODINA / PENSIONERS / LIFE.

The 7th Congress of Rodina not only became the founding congress of political party A JUST RUSSIA: RODINA / PENSIONERS / LIFE but also elected the governing bodies of the newly born party, adopted its Manifest and Program Statement.

According to the decision of the Party Chairman, October 28, 2006 was proclaimed the JUST RUSSIA Party Foundation Day.

The 1st Party Congress of A JUST RUSSIA held in Saint-Petersburg on February 26, 2007 adopted its political platform.

Two more parties merged with A JUST RUSSIA in the first half of 2007: the People’s Party of the Russian Federation (Party leader Gennady Gudkov) and the Socialist United Party of Russia (Party leader Vasily Shestakov).

Two other political forces: the Party of the Development of Entrepreneurship (headed by Ivan Grachev) and the Party of Constitutional Democrats merged into A JUST RUSSIA in the second half of 2007.

Other four parties thus joined A JUST RUSSIA: RODINA / PENSIONERS / LIFE during the year of 2007.

The 2nd Party Congress of A JUST RUSSIA that was held in Moscow on September 23, 2007 nominated candidates for election as deputies to the 5th State Duma of the Federal Assembly of the Russian Federation and approved the electoral program.

On December 2, 2007 A JUST RUSSIA cleared the 7 percent threshold at the election of the deputies to the 5th Duma of the Federal Assembly of the Russian Federation. For the first time ever, the socialist party in Russia won seats in parliament.

The 3rd Party Congress of A JUST RUSSIA that was held at the Kremlin Palace of Congresses, Moscow on April 26, 2008 passed the Program of A JUST RUSSIA and a new version of the Party Charter in compliance with which the party governing bodies were elected.

On June 30, 2008 the 23rd Congress of the Socialist International (the worldwide oldest international political association of social-democratic, social and labor parties) that was held in Athens admitted A JUST RUSSIA: RODINA / PENSIONERS / LIFE as an observer member of the Socialist International.

The Party of Social Justice (leader Alexey Podberezkin) announced its desire to merge with A JUST RUSSIA in July 2008. A September Congress of the Party of Social Justice decided to cease the party activities and merge into A JUST RUSSIA. The Party of Social Justice was the eighth party that merged into A JUST RUSSIA.

The 15th extraordinary congress of the Russian Ecological Party The Greens that was held in Moscow on November 21, 2008 passed a resolution to reform the party into a social movement of the same name. The Congress delegates also addressed the fellow party members with an offer to join the party of A JUST RUSSIA: RODINA/PENSIONERS/LIFE.

In addition to a large-scale merger with A JUST RUSSIA of the members of the above-mentioned eight parties, some well-known representatives of CPRF, the Yabloko Party, LDPR and the Party of Russia’s Rebirth also joined A JUST RUSSIA as well as their fellow members.

The 4th Congress of Political party A JUST RUSSIA that was held in Moscow on June 25, 2009 passed the Party Program, adopted an abbreviated official name of the party – A JUST RUSSIA (which a lot of Russians had already got accustomed to by that time) and some amendments made to the Party Charter.

In compliance with the decision taken at the meeting of the Socialist International Council held in Paris in November 2010, party A JUST RUSSIA rose its status at this organization and became a Consultative Member of the Socialist International.

The 5th Congress of Political party A JUST RUSSIA held in Moscow on April 16, 2011 elected the new Chairman of the Party, Chairman of the Council of the Chamber of Deputies, the members of the Central Council Presidium and of the Central Control and Revision Commission of the party, made amendments to the Party Charter and assumed as a basis the draft of the electoral program of A JUST RUSSIA.

Nikolai Levichev was elected Chairman of party A JUST RUSSIA, and Sergei Mironov was elected Chairman of the Council of the Chamber of the Party Deputies that was established at the party congress.

The 6th Congress (its first part) of Political party A JUST RUSSIA held in Moscow on September 24, 2011 nominated candidates for election as deputies to the 6th State Duma of the Federal Assembly of the Russian Federation and approved the party electoral program.

The election of deputies of the 6th State Duma of the Federal Assembly of the Russian Federation took place on December 4, 2011. Party A JUST RUSSIA again gained representation in the Russian Parliament with 13.24 % of the vote according to the official data, and its deputy group became the third-largest parliamentary faction (by the number of its members), with 64 seats. Sergei Mironov was elected the leader of the A JUST RUSSIA faction.

The second part of the 6th Party Congress of A JUST RUSSIA was held in Moscow on December 10, 2011. The Congress delegates nominated Sergei Mironov, the Party leader to stand for the presidency in the March 04, 2012 presidential elections.

An enlarged session of the Council of the Chamber of the A JUST RUSSIA Deputies was held at the Russian State Library on April 5, 2012. It was followed by the meeting of the Central Council of the party. Sergei Mironov, the Party leader and Nikolai Levichev, Chairman of party A JUST RUSSIA announced launching of an open inner-party broad federal discussion of the party strategy in the next five years.

The status of party A JUST RUSSIA whose delegation headed by its leader Sergei Mironov was taking part in the 24th Congress of the Socialist International held in Capetown (RSA) was risen to a full member of this international organization on August 30, 2012.

A party conference of A JUST RUSSIA that was held in the Moscow Region on October 27, 2012 summarized the inner-party discussion of the concepts of the party tactics and strategy in the modern era.

The position of party A JUST RUSSIA in the new election cycle was under discussion at an enlarged session of the party Central Council that was held in the Moscow Region on April 5, 2013. The Region also hosted the Congress of the Party Deputies on April 6, 2013 which passed two resolutions: on the issues of housing and utilities and of the RF Healthcare system.

The 7th Congress of party A JUST RUSSIA was held in Moscow on October 26-27, 2013 and elected Sergei Mironov Chairman of the Party for a 2.5-year period; Nikolai Levichev was elected Chairman of the Council of the Chamber of the party Deputies for a 2.5-year period. The Congress also elected the new membership of the Central Council Presidium of the Party, of the Central Council of the Party, of the Council of the Chamber of the Party Deputies, and of the Central Control and Revision Commission. The delegates of the 7th Congress adopted some amendments made to the Charter of the Party. In particular, the new variant of the Charter does not contain the Bureau of the Presidium of the Party Central Council; the central governing bodies of the party include only the Central Council of the Party and the Presidium of the Party Central Council. There were introduced new electoral officials – Secretaries of the Central Council Presidium.
