Sergey Mironov and Nikolay Leviechev propose to introduce the institute of criminal liability for public denial of the Armenian genocide.
On 25th of November the State Duma's deputies from a JUST RUSSIA Faction Sergey Mironov and Nikolay Leviechev submitted to the State Duma a draft Federal Law of number 938567-6 "On introducing amendments to the Criminal Cod of the Russian Federation and to the 151 article of the Criminal Procedure Code of the Russia Federation".
Sergey Mironov said a few words by way of explanation:
– Together with a colleague, we submitted the draft of the Federal Law "On introducing amendments to the Criminal Code of the Russian Federation and to the 151 Article of the Criminal Procedure Code of the Russia Federation" to the State Duma of the Federal Council of The Russia Federation. In it there is the issue about the criminalization of the denial of the Armenian genocide in Western Armenia and Ottoman Turkey in 1915–1922.
The issue of recognition or non-recognition of the Armenian Genocide is not only a matter of history. It is a matter of conscience , ethics and morality. It is a matter of relation to the heinous crimes that cannot be forgotten. One and a half million Armenians were killed, physically destroyed or deported. This fact we will not permit dropping out of history, despite the Turkish authorities.
Those who publicly deny this cruel and inhumane act of Turkey, not just help the authorities of this country to re-write history, but help the criminals. They contribute and help to a piori justification and committing in the future those crimes, which may make the Turkish regime. Killing innocent people is the hardest of all crimes and the Statute of limitations it should not be.
Therefore we propose as a measure of punishment ought to be a serious penalty, forced labor or deprivation of liberty for a term up to three years. And in the case of use by the person of official position and the media we offer to fix a punishment as deprivation of liberty for a term up to five year.
Our Bill is principled, fair and strict evaluation of the crimes of the Turkish authorities committed a hundred years ago. It is also a warning to all perpetrators of crimes against humanity that retribution is inevitable.
