Sergei Mikhaylovich Mironov

Chairman of A JUST RUSSIA

The Leader of the A JUST RUSSIA faction in the State Duma of the Federal Assembly of the Russian Federation (FA RF)

Born on February 14, 1953 in Pushkin, St. Petersburg Pushkin District.

Mr. Mironov holds degrees in engineering, economics law, philosophy and public administration:

In 1980 Mr. Mironov graduated from Plekhanov Leningrad Mining Institute;

1992 – graduation from St. Petersburg Technical University;

1997 – graduation with honors (cum laude) from Russian Academy of State Service at the President of the Russian Federation;

1998 – the Faculty of Law which he also graduated from with honors, 2004 – the Faculty of Philosophy, St. Petersburg State University.

1971-1973 – Mr. Mironov served in the Soviet Army Airborn Forces (VDV), and now he is a senior sergeant in the reserve.

1978-1986 – a senior geophysical engineer of SPO (Scientific Production Association) RudGeoPhysics, later Mr. Mironov worked as a geophysicist of the Zelenogorsk expedition of the USSR Ministry of Geology. 1986-1991 – under the authority of the USSR Ministry of Geology, Mr. Mironov worked as a senior geophysicist of the air reconnaissance mission in the Mongolian People's Republic.

In 1993 Mr. Mironov received a certificate of the Russian Ministry of Finance for the right to engage in the market of securities. 1994-1995 – Executive Director of JSC Construction Corporation Vozrozhdenie St. Peterburga (The Revival of St. Petersburg).

In 1994 Mr. Mironov was elected a deputy of the 1st Legislative Assembly of Saint Petersburg, and was the first deputy Chairman of the Legislative Assembly of St. Petersburg since April 1998. He also performed the duties of Chairman of the 1st Legislative Assembly of St. Petersburg during the period of April to December 1998.

In 1998 Mr. Mironov again took part in the election to the Legislative Assembly of St. Petersburg. Academician Likhachev was a representative of deputy candidate Mironov. In December 1998, Mr. Mironov was elected a deputy of the 2nd Legislative Assembly of St. Petersburg (12th electoral district), with the best election result in St. Petersburg – 70% of votes and became a co-ordinator of faction Zakonnost (Legality). In June 2000, he was elected Vice-President of the Legislative Assembly of St. Petersburg. Mr. Mironov has been Chairman of the PolitCouncil of St. Petersburg regional political movement Volia Peterburga (The will of Petersburg) since September 2000.

On June 13, 2001 Mr. Mironov was elected a member of the Federation Council of the Federal Assembly of the Russian Federation and became a representative of the St. Petersburg Legislative Assembly at the Federation Council of the Federal Assembly of the Russian Federation. Mr Mironov was a member of the Federation Council Committee on Constitutional Legislation, Legal and Judicial Affairs and Civil Society Development, a member of the Federation Council Commission on Regulations and Parliamentary Procedures since June 2001. He was Vice-Chairman of the Federation Council Committee on Constitutional Legislation, Legal and Judicial Affairs and Civil Society Development since October 2001.

Mr. Mironov was elected Chairman of the Federation Council of the Federal Assembly of the Russian Federation on December 5, 2001.

On February 01, 2002 he was elected Chairman of the Council of Interparliamentary Assembly of the CIS member states.

On January 15, 2003 the deputies of the Legislative Assembly of St. Petersburg reelected Mr. Mironov as a St. Petersburg Assembly representative at the Federal Council of the Federal Assembly of the Russian Federation.

On January 29, 2003 he was elected (for the second term) Chairman of the Federal Council of the Federal Assembly of the Russian Federation.

Mr. Mironov was Chairman of the Russian Party of LIFE since April 2003.

On October 28, 2006 there was held a united congress of new political party A JUST RUSSIA: RODINA / PENSIONERS / LIFE that was set up on the basis of the Russian Party of LIFE, the RODINA Party (Motherland) and the Party of LIFE. The Congress elected Mr. Mironov Chairman of the Party.

Due to foundation of the new party, the 5th (extraordinary) Congress of the Russian Party of LIFE passed a resolution about dissolution of the party and registration of the All-Russian social movement Charter of Life. Sergei Mironov was elected Chairman of the movement.

On March 21, 2007 the deputies of the 4th Legislative Assembly of St. Petersburg elected Sergei Mironov a St. Petersburg Legislative Assembly representative at the Federal Council of the Federal Assembly of the Russian Federation.

On March 30, 2007 Sergei Mironov was elected (for the third time) Chairman of the Federal Council of the Federal Assembly of the Russian Federation.

The 5th Congress of political party A JUST RUSSIA that was held in Moscow on April 16, 2011 elected Nikolai Levichev Chairman of the Party and Sergei Mironov was elected Chairman of the Council of the Chamber of the A JUST PARTY Deputies at the same congress.

On May 18, 2011 the Legislative Assembly of St. Petersburg voted for early resignation of Mr. Mironov as the St. Petersburg Legislative Assembly representative at the Federation Council (which was initiated by the United Russia faction).

On June 8, 2011 RF CEC (Central Election Commission of the Russian Federation) registered Sergei Mironov as a deputy of the 5th State Duma.

On June 14, 2011 Sergei Mironov was elected the leader of the A JUST RUSSIA Duma faction at a JUST RUSSIA faction meeting.

On December 04, 2011 he was elected a JUST RUSSIA deputy to the 6th State Duma and became the head of the A JUST RUSSIA faction in the 6th State Duma.

On October 27, 2013 the 7th Congress of A JUST RUSSIA that was held in Moscow elected Mr. Mironov Chairman of party A JUST RUSSIA.

In 2007 Sergei Mironov was awarded the Order of Merit for the Motherland (III degree); the Russian Othordox Church awarded him the Order of St. Sergius Radonezh (II degree) in 2003 and the Order of St. Sergius Radonezh (I degree) in 2008.

Mr. Mironov was awarded an honorary firearm in 2000, 2003 and 2005.

He is married and has a son and a daughter.
